Organization
CMOP is administratively a unit of the OGI School of Science & Engineering at OHSU, the lead CMOP partner. Creating, sustaining, and ensuring the productivity of CMOP is the primary responsibility of the CMOP Senior Management team, composed of the Director (Antonio Baptista, OHSU), a Co-Director (David Martin, UW), an Executive Director (Barrett, OHSU), a Director of Higher Education and Diversity (Green, OHSU), and a Director of K-12 Education (Wegner, OHSU). They are advised and assisted by committees that represent all CMOP participants and stakeholders.
The Director has ultimate integrative responsibility across CMOP activities and direct leadership responsibilities in research, education, infrastructure, and representation. Dr. Baptista reports to the OHSU Dean of the OGI School of Science & Engineering and has soft-reporting responsibilities to the Deans of the Colleges of Oceanic and Atmospheric Sciences (COAS) and Science (COS) at OSU, and to the Director of UW-APL. Dr. Bapista is also a Professor in the Departments of Environmental and Biomolecular Systems and of Computer Science and Electrical Engineering at OGI. Co-Director Martin focuses on Knowledge Transfer and is campus coordinators for UW.
Both Education Directors (Green and Wegner) coordinate education at all levels. The Executive Director (Barrett) is responsible for daily management (pre- and post-award) and programatic support to the Director and partner institutions.
Two high-level groups are designed to provide critical guidance and advice to the management team:
• The Institutional Leadership Council: To monitor CMOP progress relative to the goals and priorities of OHSU, OSU, and UW, and to help create institutional and cross-institutional conditions conducive to CMOP success.
• The External Advisory Board: To ensure that the CMOP vision remains bold and that CMOP commitments to NSF and other stakeholders are met. Through annual, on-site reviews and reviews of progress reports, members will render independent evaluation and counsel on: the CMOP vision, direction, and collaborations; needs of stakeholder groups; goals for external fund-raising; mechanisms and criteria for allocating CMOP resources; CMOP contributions across activities, including diversity; and the board’s charter and composition.
CMOP is actively working with Roy Sampsel (Extenal Advisory Board) and Dick Knight (Chair of the K-12 Advisory Board). The educational advisory groups are in formation. The External Advisory Board will meet after May, 2007.
The CMOP management team is dedicated to facilitating communication across all CMOP educational and industry partners, researchers, and students. CMOP is enabled by video conferencing and its website (www.stccmop.org), by person-to-person and small-group interactions structured around specific topics, such as software development, cruise preparation, and management decisions. In addition, at a March, 2007 leadership retreat for CMOP leaders, CMOP leaders learned from professional consultants, about common behaviors separating functional and dysfunctional teams, and the responsibilities of leaders in complex teams.
CMOP leadership intends to broaden the exposure of CMOP investigators to the functioning of the senior management team and to challenges posed and opportunities created by the CMOP structure.
